Open data and data analytics for ICT development in the Global South

In data governance, data sharing is a necessary condition to enable the development of ICT in governments. The development of ICT in government requires that different government organizations share data so that applications can be effective in the delivery of public services and in the public policy cycle. The trend, especially with the advancement of data protection legislation, is for organizations to manage their data in a silo logic, creating difficulties for sharing. This workshop aims to discuss different data sharing experiences, comparing and establishing benchmarks on the development of institutional coordination and interoperability strategies. The workshop will discuss experiences from Brazil, Singapore and India, with the aim of overcoming the barriers that emerge to the sharing of data for the development of ICTs in governments.


Objectives for the participants

  • Participants will discuss, from a practical point of view, the institutional strategies that enhance data sharing in balance with personal data protection arrangements emerging in countries of the Global South;
  • The discussion should be oriented to experiences and perspectives on open data and sharing structures that allow accelerating the development of ICT in governments, overcoming the organizational silos that emerge with data protection laws.
  • Thus, we addressed the following questions to the participants: what strategies have governments from the Global South been developing to increase data sharing among their organizations? What is the perspective of building open data in governments? What strategies have been adopted to overcome the logic of organizational silos? How has data sharing provided the development of ICT in governments?
  • These questions guide the constitution of benchmarks and arrangements that enable the development of ICT in governments.
