The development and use of digital technologies is also impacting how governments operate and function. Digital transformation, including artificial intelligence (AI) adoption, has become one of the highest priorities for public organizations. For instance, governments are increasingly trying to digitize their services through technology across continents because of growing public expectations.
In order to develop and implement digital transformation processes, enable digital governance, address the complex challenges facing the public sector, and use digital tools in the working of government, governments are increasingly working to develop new digital competencies among civil servants. Research shows critical digital competencies gaps in the public sector that needs to be addressed for effective digital transformation.
The competency framework unpacks AI and digital transformation competencies needed in the public sector. It includes three major Competency Domains:
Each Competency Domain is structured around three Proficiency Levels: Basic, Medium, and Advanced, and includes an ‘AI level’ that aims to identify and unpack the major AI elements. The workshop aims to discuss the competencies and identify ways in which these competencies can be contextualized to address capacity building needs of civil servants in different countries. The workshop will discuss different ways in which AI and digital transformation related competencies of civil servants can be strengthened. The insights from the session will inform the work of international organisations working on digital capacity building in line with the UN Secretary General’s Roadmap on Digital Cooperation.
