Noxolo Kiviet

Minister of Public Service and Administration, South Africa

Noxolo Kiviet is a member of the African National Congress (ANC) Party and became Minister of Public Service and Administration on 06 March 2023. She is the former Deputy Minister of Public Works and Infrastructure and was Premier of the Eastern Cape (2009 to 2014). She is a Member of the Parliament of the Republic of South Africa.

The Minister has been very active in politics from an early stage. During the 1980’s she held various positions in COSAS and later AZASO. It was due to her political activism that she was excluded from the University of Transkei, thereby being forced to seek employment, and immediately joined the labour movement.

The period between 1996 and 2003 saw her serving in several strategic positions in the African National Congress (ANC), including as ANC Whip. Previously, she was elected to the PEC as Provincial Treasurer of the ANC for two consecutive terms, offering much-needed financial management expertise to the organization.

She previously served as Cosatu Gender convener (1994-1997) and as a representative of labour in NEDLAC in the Finance and Fiscal Chamber until 1997, when she was elected as a public representative and joined the Eastern Cape Provincial Legislature as a Member.

From 2003 to 2004, she was deployed as the Chairperson of the Portfolio Committee in the Office of the Premier and was a member of the following Committees: Finance and Provincial Expenditure; Economic Affairs; Youth, Gender, and People with Disabilities; SCOPA and Member of the Advisory Board.

It was during her term as Premier of the Eastern Cape Province (2009 to 2014) that the Eastern Cape saw the implementation of massive investments for the social and economic infrastructure of unprecedented proportions.

Minister Kieviet is the former speaker of the Eastern Cape Provincial Legislature (2014-2019), a position she also held from 2004 to 2009.

In December 2017, she was elected to serve as an ANC Member of the National Executive Committee (NEC).

As education has remained her passion, during her working career, in 2006, she enrolled to further her academic skills. This saw her completing an Advanced Public Administration Certificate Honours Degree and in 2010 graduated with a Master’s degree in public administration from the University of Fort Hare. In 2018, the Rhodes Business School awarded her a PRE-PHD certificate in Business and Management Research after she successfully completed the PRE-PHD Workshop, thus allowing her to enroll for a Doctorate Degree.
