Felipe González-Zapata

Felipe González-Zapata is digital government lead at the Organisation for Economic Co-operation and Development (OECD). His work focuses on conducting policy research and providing advice to OECD member and partner countries to support their digital transformation policies, as a means to develop human-centric public services based on the strategic and ethical use of digital technologies and data.

He coordinates the Digital Government Index, flagship OECD measurement work to assess the progress towards a coherent and whole-of-government digital transformation of the public sector. Currently he is also working on several country and regional studies on digital government, service design and delivery, data-driven public sector and open government data in Europe and Latin America. He also leads the OECD work on digital government investments, intended as the capacities and tools for a coherent planning, investment, spending and monitoring of ICT/digital projects in the public sector.

Prior to joining the OECD, he worked as project manager at the Modernisation Secretariat of the Government of Chile between 2017 and 2019 coordinating several projects in digital government and open government data. He also worked as regional consultant in Latin America for the Open Data Barometer of the Web Foundation between 2015 and 2017. Felipe holds a Ph.D. in Digital Development and a M.Sc. in Management and Information Systems at the University of Manchester, UK.
