Edna Oliveira

Ministry of State Modernisation and Public Administration, Cabo Verde

Currently Minister of Modernization of the State and Public Administration (MMEAP) of Cabo Verde, Edna Manuela Miranda Oliveira, was born in Praia – Cabo Verde, in 1975. She graduated in Law from the Faculty of Law of the University of Lisbon – Portugal, in 1999, and Postgraduate in Business and Labor Law from the University of Coimbra – Portugal, in 2006. She practiced law between 2002 and 2018 at EEKMA R.L Lawyer’s Firm, and was Councilor for Youth Legal and Councilor for Legal Affairs and Human Resources of the Municipality of Praia, from 2008 to 2018. She was also Senior Technician at the Office of Studies, Legislation and Documentation of the Ministry of Justice from 2000 to 2002, and Member of the Supervisory Board of the Cape Verdean Bar Association from 2004 to 2006.

She took additional training courses in Management, Monitoring and Evaluation of Population Projects, Management of Cooperation Programs and Projects, Strategic Planning and Leadership, and Management and Mediation of Conflicts and Arbitration.

In the VII Constitutional Government, she was Assistant Secretary of State to the Cabo Verde Minister of Finance, for Administrative Modernization. On May 20, 2021, she was appointed as Minister of Modernization of the State and Public Administration in the VIII Constitutional Government of Cabo Verde.
