1. Introduction

Please read the following instructions carefully, which contain information that will help you review your assigned papers for ICEGOV. If you face any issue when reviewing the papers, please ensure that you have followed the instructions on this page. If the issue persists, contact us at icegov@icegov.org.

EDAS – Conference and Journal Management System is the platform used by the conference to access and review all papers. No other means of submitting reviews are allowed. Each PC Member (reviewer) is responsible for providing a useful review that contains important feedback for the authors and comments, suggestions or recommendations towards improving their work.


1.1. Anonymity / confidentiality

The conference’s review process is entirely confidential and anonymous in what is known as a double-blind peer-review.

  • The identities of reviewers and authors are not revealed throughout the entire process.
  • All submitted papers are treated as confidential documents. It is expected that all intervening actors treat these documents as such.
  • Privileged information or ideas obtained through peer-review must not be used for personal competitive gain.

1.2. Conflicts of Interest (COI)

All intervening actors in the review process should disclose conflicts of interest resulting from direct competitive, collaborative, and other relationships with any of the authors, and remove themselves from the process. Although EDAS automatically prevents most COI through a series of checks, it is not 100% efficient. As such, any reviewer who detects a potential conflict of interest when reviewing a paper should contact email icegov@icegov.org. Examples of COI include, but are not limited to, the following:

  • Associated through dissertation / thesis supervising, including chair-student relationships and reviewer-student relationships (limited to the previous five-year period);
  • Published co-authors (limited to the previous three-year period);
  • Currently working together on research projects;
  • Collocated at the same institution at the time of paper submission;
  • Link through reviewing of a previous version of the author’s paper at another publication venue;
  • Family member or close relative.

2. Submitting the review

2.1. Overview

In order to review a paper, first you need to login to EDAS. Clicking here will take you to the EDAS homepage. Insert your username and password; if you have forgotten your login details, click on reset your password and follow the on-screen instructions.

This will take you to a page where you have an overview of all assigned papers and status of each review. Under the column Conference, find ICEGOV 2023; all papers assigned to you are listed here (image 2). Note that you may have more conferences listed here if you are a reviewer elsewhere.

1) Click here to confirm the review (image 3). Without confirming the review, you will not be able to submit it.
2) Click on review-icegov-23 to access the Review Form
3) Shows the deadline to submit the review. Note that the deadline uses Coordinated Universal Time (UTC) as the timezone. To convert this to your local time, click on the date.
4) Allows you to download the paper as a PDF file.

2.2. Reviewing the paper

Once you click on review-icegov-23, you will be taken to the Review Form. All mandatory fields must be filled for the review to be submitted. Depending on the type of paper being reviewed, different questions will appear. After performing the review, click on Save at the bottom of the page and wait for the confirmation screen. You can also get a copy emailed to you if you check the box Email me a copy of the review.
