Biography

Fathy is a seasoned digital transformation and technology executive with over 20 years of leadership in ICT, cybersecurity, regulation, and international technology policy. His work sits at the intersection of technology, governance, and public policy, with expertise spanning cybersecurity, IoT and smart cities systems, digital transformation, AI governance, strategic planning, and regulatory development.

He holds a PhD in Electronics and Communications with specialization in cognitive radio systems, and a Master’s degree in cryptography. Ramy Fathy is currently the Chief of International Cybersecurity at the National Telecommunication Regulatory Authority (NTRA), where he leads Egypt’s international cybersecurity cooperation agenda.

Fathy has represented Egypt in high-level engagements under the UN, ITU, AU, UNODC, OIC-CERT, World Bank, and OECD, and has contributed to the development of international frameworks and reports on AI governance, digital trust, secure ICT infrastructure, and cybersecurity policy.

He is currently Vice-Chair of the United for Smart Sustainable Cities (U4SSC) initiative, a global UN-supported platform advancing urban digital transformation in line with the Sustainable Development Goals, and Chair of ITU-T African Regional Group on Smart Cities Standardization (Regional Group Africa of ITU-T SG20).
