Khaled Sellami is a Senior Consultant in digital transformation and public sector innovation at Kaizen Consulting in Saudi Arabia. His scope of expertise includes regulatory frameworks for digital government, AI-driven and proactive public services, Interoperability in Digital Government, Digital Public Infrastructure for inclusive services, user-centered Design for E-Participation platforms, and public sector digital compliance and maturity.

He is also conducting research work on transformative technologies for Administration 5.0, Artificial intelligence, internet of Behavior, contextual analytics, and Adaptive Governance. He holds more than 20 years of experience in Digital Government transformation and led the Tunisian e-government program defining and implementing the Tunisian e-government and open government strategy.

He also led the national Open Government program in Tunisia where he was the national focal point of the OGP initiative. He also served as board member of the Access to Information Authority and the Personnel Data Protection Authority in Tunisian. He was expert at UN agencies on open government and open data in the Middle East area and was speaker at many national and international conferences on digital transformation, e-government, open government, open data, and citizen participation.
