Biography

Tupokigwe Isagah is a Lead Research Associate at the UNU-EGOV, an international think tank on the digital transformation of the public sector. Her research experience and expertise focus on approaches for facilitating the digital transformation process and Artificial intelligence (AI) in the public sector. She holds a Ph.D. in Information Systems from Koblenz University, Germany.

With more than 10 years of experience in digital government, Isagah has worked with several governments to guide planning and designing digital public services. She assesses the digital ecosystem and proposes contextualized techniques for adopting digital technologies while promoting inclusive, resilient, and sustainable communities. Isagah also explores how governments plan, design, use, and govern AI innovations to transform operations and service delivery and proposes approaches such as guidelines, methods, and policy recommendations for responsible AI in government.

Before joining UNU-EGOV, Isagah worked with Mzumbe University, Tanzania, as a lecturer teaching Information Systems courses for 12 years and served as the head of the Department of Computing Science Studies for 2 years. Currently, she collaborates with the University Faculty of Science and Technology to conduct research and projects related to AI adoption in Tanzania.
