Biography

Lukman Lamid is a Digital Business Transformation and Innovation Strategist with over 15 years of impactful experience in public sector digital policy, governance, and innovation. He currently serves as Special Assistant to the Director General of the National Information Technology Development Agency (NITDA) on Innovation and Research, where he champions national efforts to accelerate digital innovation and economic diversification through inclusive research and innovation efforts.

A passionate advocate for technology as a tool for societal good, Lukman is renowned for shaping foundational IT policies and architectures that empower government institutions to deliver smarter, more transparent, and citizen-centric services. His professional journey spans roles as Head of Platform and Digital Service Unit, Special Assistant Technical to the DG NITDA, and now as a core strategist supporting NITDA’s research and innovation portfolio.

In 2015, Lukman was selected among the top seven (7) public servants in Nigeria to earn a prestigious scholarship to study in South Korea, where he obtained a Master of Science in Business IT (e-Government Major, Distinction) from Kookmin University. This experience deepened his commitment to driving transformative digital governance in Nigeria.

In his capacity over the years in NITDA, he has supported the development and implementation of several high-impact initiatives, including Nigeria's e-government Master Plan, Nigeria Smart Initiatives (NSI), Nigeria Cloud Computing Policy, National e-Commerce Policy and Strategy (NEPS), National Data Strategy (NDS), Digital Literacy for All (DL4A), Technology Centre of Excellence, Nigerian Startup Art (NSA), Renewed Hope Innovation Nest, NITDA Innovation Framework (NIF) and NITDA AI Transformation Roadmap. He led the following projects: Nigerian Government Enterprise Architecture (NGEA), Nigerian E-Government Interoperability Framework, state e-government (Digital Transformation) Plan, Government Digital Service Framework (GDSFrame), National Adopted Village for Smart Agriculture (NAVSA), National Adopted School for Smart Education (NASSE), Digital Transformation Technical Working Groups (DT-TWG), International NITDA Innovation Framework, among others.

With Certified Digital Transformation Practitioner, PECB Certified Data Protection Officer, and holder of a Nanodegree in Generative AI for Business Leaders, Lukman combines policy depth with professional and technical foresight. His nomination and active contribution to national committees such as the National IT Project Clearance Committee, Government Partnership (OGP) on the Technology and Innovation Working Group, and the UNESCO AI Readiness Assessment Working Group, among others, demonstrate his commitment to an inclusive, sustainable, ethical, and forward-looking digital future.

As an author and co-author with global partners of multiple publications, including in the ACM Digital Library, and with consistent representation at global forums such as ICEGOV and ITU, Lukman continues to elevate Nigeria’s role on the world stage.
