Imen Ghedhioui
Imen Ghedhioui is a policy innovation and digital governance expert with experience at the intersection of technology, behavioural science, and public administration. A graduate of the Harvard Kennedy School of Government (Master in Public Administration), she currently serves as a non-resident fellow at Harvard University, contributing to the development of an AI-assisted negotiation simulator, a joint initiative between Harvard, Frontline Associates, and the Centre of Competence on Humanitarian Negotiation. She also sits on the board of W3D (Women in Diplomacy, Development, and Defense), a Harvard Kennedy School research network advancing women’s leadership in global policy.
Imen is a Senior Research Associate with the United Nations University (UNU-EGOV), where she leads work on digital transformation and evidence-based governance. Previously, she advised the Ministry of Technology on national E-Government strategy and contributed to the G20 (2021, Italian Presidency) policy brief on using behavioral science to drive post-COVID digital recovery.
A GovTech entrepreneur, Imen founded BSDL (Behavioural Science Design Lab), which develops behaviourally/ technology-enabled policy tools, including an AI-assisted parliamentary advisory system recognised among the EU’s CivicTech4EU innovative solutions.
She has also advised on the digitisation of social protection reforms, including the Ahmini initiative for women in agriculture, and supported evidence-based reparation policy design with the Truth and Dignity Commission under the Transformative Justice Project at York University (UK).
Imen is the Co-founder and Secretary-General of the African Women Leadership Network (AWLN–Tunisia), a UN Women and African Union initiative promoting women’s leadership and inclusion in line with Agenda 2030 and Agenda 2063.
