Biography

Abra Dangnan is a public policy professional with over seven years of experience driving evidence-based policymaking at the intersection of technology, governance, and innovation. She currently serves as Associate Director at the Advocacy for Policy and Innovation (API), where she leads policy research and stakeholder engagement on projects related to digital governance, artificial intelligence regulation, and online safety.

Her recent work includes contributing to policy experimentation and regulatory design for Nigeria’s e-governance framework and Digital Economy Bill, as well as conducting research on safeguards for Digital Public Infrastructure (DPI) that promote inclusion, accountability, and ethical AI deployment. Abra’s professional and research interests encompass AI ethics, co-creation models for public service delivery, and governance mechanisms that enable responsible innovation.

She holds a Master’s degree in International Affairs from the University of Ghana and has undertaken specialised training in AI Ethics and Policy in Africa from the University of Cape Town’s Ethics Lab, as well as in Global Digital Regulation from the International Telecommunication Union (ITU).
