Biography

Young-Sik Kim has over 40 years of ICT and e-Government consulting experience across private, academic, and government sectors. He is currently a Digital Transformation Consultant at UNU-EGOV, contributing to Saudi Arabia's DGA Digital Government Project since October 2022. Since March 2025, he has served as Senior Research Fellow at KDS and Project Manager for Kyrgyzstan’s National Informatization Capacity Building Project. He has advised e-Government initiatives in Tunisia, Vietnam, Thailand, Moldova, Mongolia, Afghanistan, Nepal, and others through KOICA and the World Bank, with 10 years of overseas assignments. Formerly a visiting professor at KAIST ITTP and lecturer at Chungbuk National University GLOMIS program, he taught e-Government to students from developing countries. He also worked as Associate Fellow at
UNU-EGOV in Macau, supporting master plan development for Nepal and Afghanistan, and spent 23 years in senior roles at IBM Korea and IBM Asia Pacific/Japan.
