Tomasz Janowski
Tomasz Janowski is Associate Professor at Gdańsk University of Technology, Poland; Invited Professor at the University for Continuing Education Krems, Austria; Associate Editor of Government Information Quarterly; and a Board Member of the Digital Government Society. An expert in digital government, sustainable digital transformation, and digital transformation for sustainability, he has been on Stanford University's list of the World's Top 2% scientists, both for lifelong career impact and single-year impact, continuously since 2023.
Previously, he was Co-Editor-in-Chief of Government Information Quarterly; founding head of the United Nations University Operating Unit on Policy-Driven Electronic Governance (UNU-EGOV), Portugal; Research Fellow and Senior Research Fellow at the United Nations University International Institute on Software Technology (UNU-IIST), Macau, China; head of the Department of Informatics in Management at Gdańsk University of Technology; Invited Professor at University of Minho, Portugal and Università Della Svizzera Italiana, Switzerland; co-chair of the e-Government Interest Group at the World Wide Web Consortium (W3C); member of the evaluation panels of the European Commission’s Joint Research Center (JRC); chief jury of the Saudi e-Government Award and Omani Sultan Qaboos Award for Excellence in e-Government; founder and coordinator of the International Conference on Theory and Practice of Electronic Governance (ICEGOV), responsible for conferences in Macao, Cairo, Bogota, Beijing, Tallinn, Albany, Seoul, Guimarães, Montevideo, New Delhi; and conference co-chair of the Annual International Conference on Digital Government Research (DG.O) in Gdańsk, Porto Alegre, Omaha.
He co-authored over 300 publications, lectured in more than 60 countries, and led over 40 projects, many funded by international organizations like CTO, EIT, European Commission, IADB, IDRC, ITU, OSCE, UNDP, UNESCO, UNU and the World Bank. Among them were projects in countries with active conflict, like Afghanistan – digital government program for the Government of Afghanistan (funded by the World Bank) and Colombia – Government Chief Information Officer function for the Government of Colombia (funded by UNDP), or countries with special needs like Vanuatu – mobile government toolkit for Small Island Developing States (funded by the Commonwealth Secretariat). Lately, he coordinates the DIGIMPACT.EU (Digital transformation for university-born innovation and entrepreneurship) project funded by the European Institute of Innovation & Technology.
