Biography

Zoran is a Senior Research Analyst at the United Nations University – Operating Unit on Policy-Driven Electronic Governance (UNU-EGOV). With over 16 years of experience in digital governance, he specialises in the legal and regulatory aspects of digital transformation, privacy, and data protection. His work spans multiple regions, including Europe, the Middle East, Africa, and South America, where he has provided policy advice and conducted research on e-government, interoperability, digital identity, and emerging technology regulation. He has been actively involved in developing national and international digital governance strategies and aligning legal frameworks with evolving global standards.

Zoran has served as an expert for international organisations such as the United Nations, the World Bank, the European Commission, and national governments. He has contributed to high-level policy discussions on Digital Public Infrastructure, AI Governance, Blockchain and Data protection, helping shape regulatory approaches for the responsible use of technology in public administration. As a member of key international working groups, he provides insights on best practices for digital governance, including the transposition of EU legislation, digital service accessibility, and regulatory frameworks for new technologies.

Holding a PhD in International Law, Zoran is also an active academic, contributing to research on digital transformation, governance models, and legal challenges in technology policy. He has authored numerous publications on digital governance and frequently delivers capacity-building programs for policymakers and public sector leaders.

He has been a member of various expert working groups responsible for the development and implementation of several projects related to e-Governance, regulatory reforms, administrative burden reduction and digitisation. He holds a PhD in International Law and an LLM in International Law and International Relations, both from the Ss. Cyril and Methodius University in Skopje, North Macedonia.
