Nele is the founder of IGL (www.iglworldgroup.com) - a research and consulting company specializing in government modernization and digital governance. As its senior expert, she is advising and promoting the use of digital technologies in central and local governments and has a vast experience in Africa, Central Asia, Middle East, South-East-Europe, etc. Previously, she served as the Programme Director at e-Governance Academy in Estonia and as an expert on technological trends and state reforms at the Foresight Centre of the Parliament of Estonia. She has also experienced the life of international organisations and academia. She holds a PhD in Political and Social Sciences from the European University Institute (EUI) and is a former Fulbright-Schuman grantee at the National Centre for Digital Government at the University of Massachusetts Amherst and at the Governance Lab at New York University, USA. She is a part-time researcher at Tallinn Technical University.
