As a result, the focus has been shifting from technology-enabled improvements in government operations (Electronic Government) to improvements in interactions between government, non-government and civil society stakeholders (Electronic Governance). Under the new focus, it is no longer acceptable to let technical or organizational issues drive Electronic Governance initiatives alone. Instead, a multi-disciplinary, multi-stakeholder and community-oriented approach is required. ---------------------------------------------------------------------- B - CONFERENCE ---------------------------------------------------------------------- Based on this rationale and in line with the mission of the United Nations University, the UNU-IIST Center for Electronic Governance, located in Macao SAR, China, initiated a series of International Conferences on Theory and Practice of Electronic Governance (ICEGOV). Since its first edition in Macao, ICEGOV has been evolving into a global forum that brings together practitioners, developers and researchers from government, academia, industry and non-governmental organizations to share the latest findings in the theory and practice of Electronic Governance. In a diverse international setting for networking and community-building, it fosters a multi-disciplinary and multi-stakeholder approach to Electronic Governance. The 2nd International Conference on Theory and Practice of Electronic Governance (ICEGOV2008) will take place in Cairo, Egypt during 1 - 4 December 2008, co-organized by United Nations University (UNU), United Nations Department of Economic and Social Affairs (UNDESA), and German University in Cairo (GUC). The conference will continue pursuing the goal of building a global community of practice for Electronic Governance. ---------------------------------------------------------------------- C - PARTICIPANTS ---------------------------------------------------------------------- The conference will provide a unique opportunity for close interactions among three categories of participants: 1) From Government - Government participants will describe concrete initiatives, lessons learnt and existing challenges. In return, they will learn about the latest research results, and how such results are implemented by industry, non-governmental organizations and other governments to address present and future challenges. 2) From Academia - Academic participants will present models, theories and frameworks which extend the understanding of Electronic Governance and upon which concrete solutions for governments can be built. In return, they will learn about problems faced by governments, gain access to concrete cases, and identify opportunities to implement and deploy research prototypes. 3) From Industry and Non-Governmental Organizations - Industry and non-governmental participants will demonstrate technology and socio-organizational solutions for governments. In return, they will learn about the challenges faced by governments, and the latest research findings available for developing solutions. ---------------------------------------------------------------------- D - SUBMISSIONS ---------------------------------------------------------------------- The ICEGOV2008 Program Committee invites submissions of unpublished, original work - completed or ongoing - in the form of papers, case studies, demonstrations and posters, originating from: 1) Academia - Foundations of Electronic Governance, including development, validation and implementation of relevant theories, models and specifications. 2) Industry and Non-Governmental Organizations - Technologies, methods and tools upon which concrete solutions for Electronic Governance - systems, processes, services and organizations; can be built. 3) Government - Experiences, case studies and lessons learnt, both theoretical and practical, when planning, developing, executing and evaluating Electronic Governance initiatives. ICEGOV2008 particularly welcomes: 1) Cross-sector contributions that aim to establish connections between research, solutions and practice of Electronic Governance, and succeed in effectively communicating their findings to various audiences: from researchers to solution providers, from solution providers to public managers, from public managers to researchers. 2) Contributions that cross the borders of the relevant disciplines - Information Technology, Computing, Public Administration and Policy, Political Science, Information Science, Linguistics, Law, Economics, Sociology, Business Administration, etc. 3) Contributions on one or more of the practice, solutions or research aspects of Electronic Governance. ---------------------------------------------------------------------- E - TOPICS ---------------------------------------------------------------------- Possible topics include, but are not limited to: 1) Research Foundations for Electronic Government Models for Electronic Public Services (EPS) Government Collaboration Patterns Methods for EPS Development Models for Citizen Engagement Measurement Frameworks Public Service Discovery Public Service Composition Government Enterprise Architectures Virtual Government Organizations Innovation Patterns in Government Models for Outsourcing Public Policy Development Models for Public Service Delivery 2) Practice Planning Programs Organizational Initiatives Training and Development Assessment Programs Legislative Frameworks Technology Adoption Standards Adoption Society Inclusion Initiatives Public Services for Rural Areas Citizen Engagement and Participation Public-Private Partnership Cases Digital Divide Programs Stakeholder Management Public Benefits Management Integration Management Public Communications Management 3) Solutions Change Management Solutions Assessment Toolkits Security and Privacy Infrastructures Identity Management Solutions Mobile and Ubiquitous Services Content Management Solutions Business Process Reengineering Developing Electronic Public Services (EPS) Software Infrastructure for EPS EPS Development Environments Semantic Web Applications Open Source for Electronic Government Standards and Interoperability Interoperability Frameworks Web 2.0 and Blogs ---------------------------------------------------------------------- F - REQUIREMENTS ---------------------------------------------------------------------- Possible submissions comprise: 1) Papers - Describing mature work in one or more of the research, practice or solutions aspects of Electronic Governance, with proven or potential capacity to advance the state-of-the-art in the field. 2) Case Studies - Analyzing Electronic Governance initiatives, whether research, practice or solutions, to identify critical factors contributing to the success or failure of such initiatives. 3) Demonstrations - Demonstrating how solutions, possibly obtained through research, are being applied in the practice of Electronic Governance, consequently giving rise to new research. 4) Posters - Presenting new ideas and ongoing work related to research, practice or solutions for Electronic Governance, with proven or potential capacity for bridging two or more dimensions. Paper submissions are limited to 8 pages, using either of two templates: MS-Word (http://www.icegov.org/resources/word.zip) or LaTeX (http://www.icegov.org/resources/latex.zip). Submissions for Case Studies, Demonstrations and Posters are limited to 6, 4 and 2 pages respectively, using the same format as Paper submissions above. ---------------------------------------------------------------------- G - PROCESS ---------------------------------------------------------------------- All submissions will undergo a two-stage review process: 1) First Review - All contributions must be submitted for review by 2 June 2008. In compliance with the double-blind review process, submissions must not reveal the identities of the authors. Review results will be sent to the authors not later than 4 August 2008. 2) Final Review - All accepted submissions must be revised to ensure compliance with reviewer comments and formatting requirements, and submitted for the final review by 1 September 2008. All accepted final submissions will appear in both printed and electronic conference proceedings, provided at least one author registers for the conference before registration deadline and presents at the conference. The submissions whose authors register late will only appear in the electronic proceedings, provided they are presented at the conference. Submissions that are not presented at the conference shall not be published in the electronic proceedings. Upon acceptance, authors will be required to complete and sign a Copyright Form available at http://www.icegov.org/resources/copyright.zip. ---------------------------------------------------------------------- J - AWARDS ---------------------------------------------------------------------- Meritorious submissions will be selected in a number of categories: 1) Theory - The submission that makes the best contribution to building foundations (theory) for Electronic Governance. 2) Practice - The submission that presents the most innovative Electronic Governance initiative. 3) Theory and Practice - The submission that best links Electronic Governance theory and practice. ---------------------------------------------------------------------- K - SPONSORSHIP ---------------------------------------------------------------------- Authors of accepted submissions will be able to apply for sponsorship to partially cover the costs of attending the conference - registration, hotel or both - with preference given to the main author who is a citizen of a developing country.
