Mr. M. S. Rao, IAS is an Engineering Graduate from IIT, Kharagpur and is an MBA in Project Management from the University of Hull, UK. He is Indian Administrative Service 1987 batch officer currently as Additional Secretary rank in Government of India. In his till date work experience he has served in various capacities in the State of Assam & Meghalaya, where his last assignment was Additional Chief Secretary, Home(Police) and Political to the Government of Meghalaya.

Presently, Mr. Rao is working as President & CEO, National e-Governance Division(NeGD), Ministry of Electronics & Information Technology, Govt of India and spearheading the implementation of Digital India programme in the country. The work include technical & IT support to Central Government Ministries/Departments as well as to State Governments. He is directly managing and monitoring the operations of many big eGovernance initiatives namely Digilocker (providing virtual space on cloud to every citizen to ensure paperless governance), Unified Mobile App for Next Generation (UMANG) – enabling delivery of 300+ government services through single mobile interface, NcoG Platform –Geospatial Information platform for geo-enablment & fast decision making through various databases. He is also leading the team to implement India Enterprise Archiecture (INDEA), Open API platform and use of artificial intellegence(AI) in social sectors namely education, agriculture, health, natual language processing, transportation and energy.
