Summary

About

The 10th International Conference on Theory and Practice of Electronic Governance (ICEGOV2017) took place in New Delhi, India, between 7 and 9 March 2017. The conference was held under the high patronage of the Ministry of Electronics and Information Technology (MeitY), Government of India, and it was co-organized by Digital India: National e-Governance Division (NeGD), part of MeitY, and the United Nations University Operating Unit on Policy-Driven Electronic Governance (UNU-EGOV), the latter also serving as the ICEGOV Series Organizer. The United Nations Educational, Scientific and Cultural Organization (UNESCO) acted as a collaborator.

Continuing the ICEGOV tradition, ICEGOV2017 featured a rich academic, capacity-building and network-building programme (available for download here) of Keynote Lectures, Plenaries, Track Sessions, Invited Sessions, a Poster Exhibition, and a Doctoral Colloquium, all based on submitted or invited contributions by researchers, experts, policy-makers, and practitioners from around the world. The conference engaged authors, reviewers, committee members, resource persons and participants from 38 countries and economies. More than 1500 people participated during the 3-day programme.


Call for Papers

In response to the Call for Papers (available for download here), ICEGOV2017 received a total of 560 submissions written by 1078 authors from 47 countries and economies. Subsequently, there was a double-blind peer-review process carried out by the Programme Committee. On this basis, 132 papers were accepted, including: 54 full papers, 19 short papers, 50 posters and 9 doctoral research papers. However, 15 papers were later withdrawn, leaving a total of 117 papers that were then revised to address the comments received from the reviewers and were presented at the conference as part of the Track Sessions, the Poster Exhibition, and the Doctoral Colloquium, and are included in the conference proceedings.

A poster exhibition was organized in a reception style to allow authors to present their ongoing work, receive feedback, and engage in discussions and networking. A total of 40 posters were accepted for the conference, of which 39 were presented at the Poster Exhibition.

An interactive Doctoral Colloquium took place on 10 March 2017, providing doctoral students from different disciplines an opportunity to present their accepted papers and discuss a variety of EGOV topics and issues associated with their research work, dissertations, and career plans. During the Colloquium, 9 PhD students presented their research work and received feedback from senior faculty members.


Best Paper Awards

The conference also organized awards for the Best Research Paper, Best Experience Paper and Best Poster categories. The first two categories were chosen by the Awards Committee, while the best poster award was voted for by the conference participants during the Reception and Poster Exhibition. The winning papers are shown below.

Best research paper: Usage Practices and User Types of a Municipal Wi-Fi Network: the Case of “WiFi Lugano” by Anna Picco-Schwendener, H. Jost Reinhold and Lorenzo Cantoni.

Best Experience Paper: Using Administrative Data for Monitoring and Improving Land Policy and Governance in India by Pranab Ranjan Choudhury and Manoj Kumar Behera.

Best Poster Paper: e-Governance Transaction Aggregation: Analysis and Reconciliation Through eTaal by Deepak Chandra Misra, Inder Pal Singh Sethi and Om Pradyumana Gupta.
